Chapter One: Introduction
1.1 Background of the Study
Political instability has long been a significant barrier to the development of governance structures in Northern Nigeria. Maiduguri, the capital of Borno State, has witnessed numerous challenges associated with political instability, ranging from insurgency, ethnic conflicts, and a lack of institutional capacity. The prolonged violence and insecurity resulting from insurgent activities, such as those led by Boko Haram, have severely affected governance in Maiduguri LGA. These challenges have created a volatile political environment, disrupting government operations, undermining political processes, and hindering socio-economic development (Hassan, 2024).
The effect of political instability on local governance is multifaceted, influencing the ability of local governments to deliver essential services, maintain law and order, and foster political participation. As political instability often results in a weakened state apparatus and diminished trust in government institutions, it leads to disillusionment among citizens and contributes to further fragmentation in the political landscape (Akinyele, 2025). In Maiduguri LGA, political instability exacerbates existing challenges of poverty, unemployment, and the displacement of citizens, making it crucial to understand how such instability affects local governance and governance outcomes.
1.2 Statement of the Problem
Maiduguri LGA, Borno State, has been deeply affected by political instability, including insurgent attacks, internal displacement, and the breakdown of political structures. These challenges undermine governance by creating an environment of insecurity and reducing the capacity of local government to provide services effectively. Despite efforts by the federal and state governments to stabilize the region, Maiduguri continues to face significant challenges in governance, including issues related to policy implementation, security, and political participation. This study seeks to explore how political instability has affected governance in Maiduguri LGA and to what extent local political structures can adapt to or recover from such instability.
1.3 Objectives of the Study
1. To analyze the impact of political instability on governance structures in Maiduguri LGA.
2. To assess the effect of political instability on the delivery of public services and infrastructure development in Maiduguri LGA.
3. To explore the role of political actors in mitigating or exacerbating the effects of political instability on governance in Maiduguri LGA.
1.4 Research Questions
1. How has political instability affected the governance structures in Maiduguri LGA?
2. What impact has political instability had on the delivery of public services and infrastructure development in Maiduguri LGA?
3. How have political actors in Maiduguri LGA responded to the challenges posed by political instability?
1.5 Research Hypotheses
1. Political instability has a significant negative effect on governance structures in Maiduguri LGA.
2. Political instability has hindered the effective delivery of public services and infrastructure development in Maiduguri LGA.
3. Political actors in Maiduguri LGA have had limited success in mitigating the effects of political instability on governance.
1.6 Significance of the Study
This study will contribute to understanding how political instability affects local governance, specifically in regions facing security challenges like Maiduguri. The findings will provide insights into how political instability disrupts governance, hinders development, and limits political participation. The study will be valuable to policymakers, local government officials, and security agencies in designing effective strategies to strengthen governance structures and improve the resilience of local institutions in conflict-prone areas.
1.7 Scope and Limitations of the Study
The study focuses on Maiduguri LGA in Borno State, with a primary emphasis on political instability and its effects on governance at the local government level. The research will not extend to other areas in the state or national-level politics. Limitations include challenges related to accessing data due to security concerns and the potential biases of respondents who may be reluctant to discuss sensitive political issues.
1.8 Operational Definition of Terms
• Political Instability: A condition marked by political disorder, insecurity, and disruptions to governance processes.
• Governance: The processes and structures through which authority is exercised in managing a country or locality.
• Insurgency: Armed resistance movements that challenge the state's authority, often involving violent actions to destabilize political order.
